It replaces the 4 fighters with some different ones. Arnold freaking Schwarzenegger and Bruce Lee in Streets of Rage 2. Do I even need to explain why this is awesome? :D

A nice little effort here, with not one but three characters with unique properties compared to who they replace, plus the ability to run, restoration of the kill counter, and Blaze in her good outfit instead of the streetwalker getup they put her in for 2 and 3 (though she's still wearing the ridiculous sack shoes.) Animation is fine for every character (minor nitpick on Blaze's knife swing - she shifts back and forth a bit) and no other glitches were encountered aside from the stated special attack glitch, which is harmless. Absolutely wrecking dudes with Arnold or Bruce is fun, and putting it on Hardest or Mania offsets the difficulty drop brought by their strength. Extra points for using Kunoichi from Ninja Warriors Again as a character. Be interesting to see a fullscale hack built off of this (ie. enemies altered as well.)

SOR2 - International Action Heroes is a hack that replaces the characters Max with Bruce Lee, Axel with Arnold Schwarzenegger (Arnie) and Skate with Kelly. Blaze is the only one of the original cast that remains, but her sprite has been slightly altered to resemble the one used in the first Streets of Rage game. The idea of being able to play as either Bruce or Arnold, two of the biggest and well known actors in action movies is truly an amazing idea that was well implemented and integrated into this game. The controls are flawless and the sprites are all well designed to fit perfectly with the other sprites and color scheme used in SOR2. If you're a fan of classic action movies, definitely give this hack a go. It's easily one of the best hacks and worth playing.
